Previously added under #177, by @moshekaplan.
It was excluded before due the the binary requiring GUI interaction. However, I found that #454 (Eudcedit.exe) was accepted and the method uses GUI.
I was not able to open the previous PR, but added the original Author as a contributor in the yml.
